A message from the Principal

This Student Charter is to help students and staffs at SRCOE understand each others‟ expectations and responsibilities. The Charter outlines the responsibilities the College has to its students. It also outlines what responsibilities SRCOE management expects its students to fulfill, in relation to the institution, its staff, other students and partner organizations with which they work. The different sections cover all the key areas in which students and staff will come into contact and for each area there are clear statements to say what college staff will do and what students are expected to do. We hope you will find it useful and look forward to hearing from you if there are ways you think it could be improved. Shree Ramchandra College of Engineering is more than just a place of learning

Foreword

This is an explanatory document setting out the basis for introducing a charter in the college. The Charter explains, in simple terms, the mutual expectations of the College and the Students, and recognizes that providing an excellent student experience is a key strategic priority for the College.

To stimulate the academic environment of institutions of higher learning for promotion of quality of teaching-learning, NAAC recommends that college should establish student charter and lay-down the guidelines for standards of services, which can be expected by students from the college and what the college can expect of students in return (NAAC Article: “Student Participation in Quality Enhancement”). SRCOE has developed “Student Charter 2017-18” as one of its best practices.

Developing A Student Charter:

  • Is shaped by the institute‟s mission to excel through providing quality education and research opportunities that challenge and inspire its students in a diverse environment.
  • Is based on principles that guide all members of the institute and that promote responsible partnerships within and beyond the institute campus.
  • Encompasses a commitment to quality policy as described in the college manual.

The Charter outlines a partnership; it defines what we expect from you, and what you can expect from us. As the College changes and evolves with time, so to do our responsibilities as members. We will review this Charter every year to ensure that it reflects our current needs and challenges, while continuing to support the key aim of helping all our students to succeed. It will be reviewed jointly by students and college on an annual basis. Charter should mainly focus on current students. It can be especially useful when introduced during induction for students but also for new members of staff. A secondary benefit is that they may help prospective students to get a „feel‟ for the institution.

Canons of Charter: Although, customarily, charter gives an agenda of regulations and policies, SRCOE Student charter is actually a declaration of values rather than a rule book. It describes the way in which the members of the SRCOE staff and students - should work together in partnership so that everyone can benefit. It should be seen as a summary document, which provides signposts and links to more detailed conventions and course information – to be brief it is the „front page‟ of the whole package of information for students and sources of further information. We recommend that there is a single charter for all students, UG/PG/Diploma and research students. This will help to emphasize that all students need to know how they will be supported to learn. Charter should mainly focus on current students and in this way it can be especially useful when introduced during induction for students but also for new members of staff. It should be put on the website so that prospective students get a „feel‟ for the institution.

Broad details of the above mentioned issues are as under:

A: Brief description of the College

The rapidly changing times and technologies demand that the higher education institutions spare no efforts to increase the quality of their teaching-learning processes. SRCOE is happy to respond to this call of duty with utmost sincerity and commitment.

The institution welcomes the NAAC accreditation process with open arms as the assessment exercise provides with the opportunity to evaluate itself against the NAAC benchmarks and to place the college in the national arena. The deep introspection preceding this self-study report, has indeed resulted in several positive changes, which the students and staff of the college are proud of.

SRCOE was established in the year 2011 by Shree Ramchandra Educational Society, Pune to patronage technical education learning in the country. Accordingly, the Institute has outlined its vision and mission statement given, herein under and objective are

Objectives:

  • Develop and implement efficient retention programs

  • Build a network among the community of scholars and expert achieving excellence in teaching –learning process.
  • Establish linkages and partnerships with industry and other higher learning institutes for mutual benefits
  • Enhancement of facilities for demand driven technological research and development to augment postgraduate and doctoral level studies, which in turn will open up new areas for providing consultancy and carrying out industrial testing.
  • Undertake outcome based tertiary education; engage in professional growth through participation and contributions in International / National Conferences, Seminars, Symposiums, Workshops and to take upon Collaborations.
  • External evaluation of the institution or a program and a finding that there is conformity to general expectations in higher education

Of these objectives, external evaluation of the institution is one of the weighty priorities. We, at SRCOE, seek to build trust with all stakeholders through transparent, honest communication and academic excellence as our paramount objective.

B: Admission and Registration

The Intuition follows for admissions the guidelines laid down by AICTE, DTE, MSBTE, admission regulating authority Government of Maharashtra and affiliating university, completely and faithfully. For this purpose the institute displays on its website, college brochure through advertisements and through display boards indicating the programs of study, the number of seats available the entry/eligibility requirements and the fees charged in clear and unambiguous terms.

Admission against seats available with the Competent Authority for Centralised Admission Process [CAP] (i.e. 80% of the intake) will be filled as per the rules prescribed by the Govt of Maharashtra (65% - Maharashtra State Quota and 15% - All India Quota). The rest 20% Institute level extra seats are to be filled through well defined procedure. For this purpose the availability of seats is well advertised and dead line is fixed. 80% admissions are done through DTE-cap rounds and 20% management seats after duly following guideline of state-Government, on merit basis. On the

stipulated date the admissions are made purely on merit charging stipulated fee by the admission committee duly constituted by the college. The entire process is online.

On the first day of the new session an orientation program is arranged wherein all the teachers, and officers including Principal, HODs, Warden sports in-charge etc. and the other teaching supporting staff are present. The students are taken around classrooms, library common facilities various labs, workshops Hostels and dispensary. On this very day the students are advised to be regular in their studies.

The M.E. (Master of Engineering) admissions to the engineering courses run by the institute are also covered under Centralized Admission Process (CAP) carried out by the Competent Authority of the State of Maharashtra. CAP provides a platform for the students to apply online for master‟s programs, based on their Graduate Aptitude Test in Engineering (GATE) score of the student.

Fee & Other Charges:

For UG, PG and diploma programs – fees are charged as sanctioned by Fees Regulating Authority, Govt. of Maharashtra and it varies every academic year based on the expenses incurred. Other fees – viz: University & eligibility, Exam fees etc to be paid separately at actual.

Hostel Facilities and Charges

The college maintains well furnished separate hostels for boys and girls within the campus for 150 boys, and 150 girls. Both the hostels provide good accommodation, messing and facility for extra curricular activities. Each hostel has its own mess, round the clock electricity, hot water facility, RO plant for clean water supply, indoor and outdoor games facilities.

The students are strongly advised to stay in the hostel instead of commuting long distance by own/ hired vehicles. This will help them to avoid wastage of time in long travel and physical exertion. The newly admitted students are required to fill the hostel requisition form at the time of reporting, so that seats in hostel are reserved for them.

The hostel charges include room rent, electricity water and mess charges. The hostel security deposit (refundable) is required to be deposited separately at the time of first allotment of the hostel. It is obligatory for hostlers to take meal in the hostel mess.

Hostel Rules & Discipline

The students admitted in SRCOE hostel are expected to follow the hostel rules, general code of conduct and discipline rules of the Institute/hostel. Violation of any of these rules will be taken as an act of indiscipline and will be punishable. Based on gravity of offence the student may be suspended/ expelled or fined heavily. Students are made aware about Anti–ragging act, community services, various state and central Gov. Scheme, ompatative exams, health, Sports and ethical volume values.

  • Depending on availability, students are allotted rooms in Hostel only after registration and after their having deposited Hostel charges for one year. The allotment of the type of room is made on the basis of availability and merit/vacating.
  • Before proceeding on summer vacation or leaving the hostel, the student will hand over the room to the Hostel Supervisor and make payment if there has been any damage to any inventory of the room.
  • The allotment of room/ seat remains valid for one year only. Thereafter students are required to apply for allotment before they leave for summer vacation, so that rooms may be allocated to them as soon as they report for the next odd semester.
  • 30% seats will be reserved for 1st year students. The allotment will be made on first come first serve basis only.

Hostel Discipline and Other Miscellaneous Rules

  • The hostlers should always conduct themselves in a disciplined way inside the hostel. They should realize that they are now the students of a professional and respected college and, therefore, expected to maintain their standards of good behavior, discipline and manners.
  • They should not leave the hostel without written permission from the Hostel Supervisor / Warden, except for going to attend classes, going to Mess, to Library etc. at scheduled timings.
  • The Mess timings, as framed from time to time, should be strictly adhered to.
  • They should always carry their Identity Cards / Hostel Identity cards with them when they are out of their room and should produce these whenever demanded.
  • The boys are forbidden from going into the Girls‟ Hostel and the girls from entering the Boy‟s Hostel. If at all a meeting is necessary, the same should be done with the permission of the respective Hostel Warden/ Supervisor only and that too only in the lounge.
  • Meetings of boys into the rooms of Girls‟ Hostel and that of girls into the rooms of Boy‟s
  • Hostel are strictly prohibited.
  • The students are strictly prohibited from keeping any type of firearm or weapon even if it is a licensed one.
  • Students are prohibited from consuming alcoholic drinks, intoxicants, drugs, tobacco products etc. inside the hostel or entering the hostel after consuming them outside.
  • Students are also strictly prohibited from indulging in gambling, betting or any other similar undesirable act.
  • All students should maintain cordial relationship with fellow students and should not indulge in any type of fight or quarrel. In case of any conflict, the matter should be immediately reported to the Warden and in his absence to the Hostel Supervisor.
  • The students are warned to take care of their belongings themselves and refrain from keeping valuables and large sum of money in their rooms. The college hostel, staff will not be responsible for any loss due to theft or otherwise of such items. However, in case of a theft, the matter should be immediately reported to the Warden and in his absence to the Hostel Supervisor.
  • The students should not mishandle or damage the college property in the hostel, viz. furniture, electric fittings, sanitary fittings etc. In case of damage the students concerned will be charged double the cost of the item damaged by them. If the person(s) who cause the damage are unknown, the cost of the repairing may be assessed and divided equally among all the students of the batch, group, class or hostel as the case may be.
  • Cooking is not permitted at all in the hostel rooms.
  • No guest or outsider is allowed to stay in the hostel rooms without warden‟s permission and in his absence that of Hostel Supervisor‟s.
  • Ragging in any form within the Hostel/ College or outside the Hostel/ College is strictly prohibited and defaulters, if any, will be severely dealt with. As per UGC/ Supreme Court directive, student involved in any type of ragging directly/ indirectly/ abetting ragging may be expelled from the hostel as well as from the college. And are punishable as per the said act.
  • Students will pay their Hostel, Mess and other dues regularly and in time.
  • Students are encouraged for maximum utilization of ICT in their various activities.

C: Teaching, Learning and Academic Guidance

SRCOE is committed to achieve the students‟ satisfaction by providing quality technical education in different streams inculcating leadership qualities among the students with sound academic growth by consistent use of modern teaching process with modern teaching aids.

The scheme of syllabus and examination as prescribed by Savitribai Phule Pune University is followed. It is ensured by the college that teaching takes place in well ventilated and adequately equipped lecture/ tutorial halls and laboratories. The college provides learning resources such as library, with access to online library catalogues and networked library resources like DEL-NET, NPTEL, NDL and INDEST. The college also provides computer clusters, together with a range of software suitable to support and enhance students‟ learning experience. All teachers are encouraged to use Information and Communication Technology (ICT) for developing their course material.

D: Tutorial Support & Counseling

Extra tutorial support is quite successful in preparing students for course works and careers. Tutorial provision is an essential component of collegiate life and is a special feature in SPPU syllabi where a group of students (20) can be taught every week. The main teaching method for most of the courses is lectures. In some cases, this is supported by tutorials, extra/additional classes, or computer classes. Students are introduced to most of the basic concepts and techniques in programming, mechanics, mathematics etc in the regular lectures; their knowledge and understanding are reinforced in tutorials, homework problems and/or extra classes. The faculties work as counselors and tutors who offer help in situations like low attendance and poor performance in the course. The Counsellor provides a professional and confidential counseling service to all students and will help staff / faculty involved in the welfare of students including personal tutors as guardian faculty members and hostel wardens. Guardian Faculty Member (GFM) is a faculty member responsible for a group of (approx 20) students. He/she needs to possess all the information regarding the student- starting with personal to academics. This helps in monitoring the students‟ extracurricular activity and his/her academic performance.

E: Academic Services

The Academic Services as tutoring and career preparation are provided which includes, for example, resource for undergraduates with questions related to registration for courses, counseling regarding choosing of seminar topics, elective subjects and project themes, summer internships etc. It also assists incoming students (both first year and transfer students) with registration. The college has comprehensive library, and computing facilities. In order to facilitate the optimum use of these academic supporting facilities, viz. library and computing facilities remain open before and after the college hours. Language laboratory has been introduced and helps students improve their communication skills.

F: Student services

Students section is the one window office that deals with all types of students related services like merit lists, Eligibility/ Examination work, Photocopy/Revaluation work, Transcripts, Leaving Certificates, Refunds, Collection & Distribution of Original Documents of students, Record keeping, students ID Cards, fees and stationary etc. Medical facilities are available to the students by medical staff on call. The college has signed MOU for ambulance under emergency. For the hostellers the relevant information is provided by the warden of the hostels. The college hostels are administered though the services of competent resident warden (male and female). The training of the second and third year students, guidance required for the placement of the students and the general information about higher studies is provided to the students by Training and placement office (TPO) and HoDs. TPO generally arranges expert lectures on topics like personality development, communication skills, interview techniques, industrial visits, etc.

G: Personal Development

Students will be able to participate in a range of sport, cultural, personality development and other extra-curricular/social activities:

H: Complaints, Appeals and Grievance Procedures

SRCOE recognizes that there will be occasions when students feel that their legitimate expectations are not being recognized or met and that there is a need to address these circumstances. For this purpose, college has developed clear procedures for complaints and grievance redressal. This procedure, in general, consist of two stages: first is an informal stage that encourages the students to seek redress of their complaints as close to the origin of the complaint as possible; the second, a formal stage, provides a mechanism for enquiry, investigation and resolution of complaints.

I: Discipline

Character building is the main aim of education and the College lays great emphasis on good character and decent behavior from every student. All students should be properly and neatly dressed with prescribed college uniform on specified days. The behavior of the student should be decent and befitting to a professional institution. SRCOE expects its students to behave in a seemly and orderly manner both on and off campus. Students should attend classes; submit assignments, records, home work etc. in time. Those coming late shall enter the class only with the permission of a teacher. Latecomers will not get full attendance for the period. Students shall move silently when proceeding from one class to another so as to not to disturb other classes.

Students who happen to have free slots are not allowed to loiter in the veranda during class hours, instead they should remain quite inside the class rooms or in the library. The college properties should be handled with maximum care and everything possible should be done to preserve the cleanliness and tidiness of the building, furniture, library books and the premises.

CHARTER OF STUDENT RIGHTS AND RESPONSIBILITIES

This Charter is a statement of principles that the institute shall take all reasonable and practicable steps to put into effect. The college expects the same of students. Within the context of SRCOE‟s Mission and Vision of the college, this Charter of Students sets out the Rights and Responsibilities of SRCOEAN.
